Starts as a liquid and acts as a powder eyeshadow when dry! Use both applicators for the appropriate color, start with desired shade. NOTE* A little goes a long way spread over eyelids thin and blend with your finger or applicator. Formula dries and sets quickly- then use shade 2 to mix and match and blend.
