Reflective, bright but adhesive not strong!

Will not adhere to plastic or waterproof surfaces. Yes - reflective. And bright. But purchased to use for safety on horse tack during hunting season here in VT - and the adhesive is not strong enough to apply to riding gear. It does stick something like a baseball cap, but did not adhere to my riding helmet, safety vest, anything waterproof, beta biothene or plastic / 'slick' surfaced , (like the tack I use). Overall, disappointed - I can use this but not fit for purpose for what I purchased (and needed it for).
