when my package arrived the outside was sealed, but inside the cellophane had been cut on the game box and the game card was stolen before it was packed in the shipping packet

Purchased 2 new fallout 76 games one came brand new factory sealed the other had no seal and the disc was scratched. I wrote them and all the said was they were both brand new sealed but only one was.
