Delayed two times and ultimately never arrived

I requested a refund and end up having to send this. Their strategy may be to collect your tax dollars without even selling a product. it seems like a scam to me. I sent the below message to the seller but have not received a reply. "I think I got a refund of $8.99, But where is the taxes that were collected? You can't keep my tax dollars! It's bad enough the government does it."
