Discharged First Alert Fire Extinguisher

First Alert Fire Extinguisher arrived and according to the dial indicator, needs recharging. We just bought this and it is not fit to put on our boat. It will not pass DNR or USCG inspection as the fire extinguisher is discharged. Very upsetting and not at all satisfied
