Poor quality %26 ill-designed

There were no instructions. The metal bar that I think was to support the back was bent and broken in half. The holes that I think the metal hooks were to go through would not work at that angle and allow it to hang over railing. Poor design. And what is all the extra Velcro along the inside for? Was there supposed to be a liner? Very poor quality overall.
