Just a piece of material, Not a ruffle

This is only one side of a ruffle. It is one straight piece of material with no way to anchor it or to get it gathered (if that's what you want). It is too short to have it very gathered, like a ruffle. The scalloped edges are not sewn but are cut with a pinking shear edge. I'm not sure if I will buy 2 more which will make it a $24 total expense for the material (to drape both sides and the end), or return the one I have received.
