harsh fabric

This shirt is supposed to be 100% cotton. I expected it to be a soft material. I have a fine grade sand paper that feels about the same. The fabric remains rough even after washing in hot water and fabric softener. I had to put lotion directly on the neck seam to stop the irritation to my skin.
