are these for woman?

they were advertised for woman, but after waiting for them to come, opened package and thought they sent wrong size. these would fit a child maybe size 6? they were long and my 4yr old had trouble getting them on up over hips and she aint got none. when inquired to company. they said, quote, ''they size to chinese woman'' unquote.
