Perfect hat for summer activities affordable quality delivery w/o issue

This isn't a hat, it is a toy-hat for a masquerade party or a birthday party. It arrived in a very small bag, the size of you palm. I forgot about it and opened the bag today, but the return window is only 30 days, of which I didn't take a notice, thinking it was 90 days. Anyway, the hat doesn't look like in the picture because they folded it four or more times to fit it into a small package possible. And it will not get back to the original shape. The only good thing is the cost - $3.99, which isn't a big deal. Still, it looks like a scam, and Walmart should be ashamed of associating itself with such a seller.
