The CIA really did try to turn a cat into a listening device. This is the novel of the people who built her.
The problem is a room. Four chairs, a radiator that knocks, and men who say things out loud that the United States would very much like to hear. Every microphone gets found. Every man in a laundry van gets made. Howard Bell has spent two years arriving at the only answer nobody has tried, and he carries it into a basement briefing in a cardboard box.
Stop sending people. Send something no one will ever look at twice.
What follows is a surgeon drafted out of a small Ohio practice, a handler who is right about everything and learns it makes no difference, and an animal who performs flawlessly and wants nothing they can offer her. The equipment works. The training works. On a clear October morning, in a park in Washington, a brown cat crosses a street to lie down in a patch of sun eleven feet from two Soviet officials - and the most expensive listening device ever built records the finest audio of the decade, in which two lonely men discuss baseball and whether their wives still love them.
Then she stands up and walks back toward the road.
What happened next exists in two signed reports. Both are in the file. Both are internally consistent. Neither mentions the other, and nobody lied - everyone simply wrote down the truth they could afford.
Drawn from declassified Agency documents, Acoustic Kitty is a dark, precise, quietly devastating story about excellence in the service of something that should never have existed - about the moment a decent man signs a form he will think about every day for the rest of his life, and the institution that will remember only what was filed.
For everyone who has ever been very good at a job that should not have existed.
