Inconsistent sizing

I ordered 3 pair for my husband in size large. He has a couple of pair from last year ( size large ) The 3 pair he received this past week fit like a medium at best. He couldn't get them past his mid thigh . How can that be ??? I put the new ones up against the older ones.. I believe they were mistagged. I reordered in XL..we'll see how that goes. It's frustrating!
