Where's The Chiffon?

I was disappointed with this top when I received it. The fabric is NOT a chiffon and it is stiff, not flowing at all. In addition, the one I received had two finishing edges hanging off the fabric. I guess the sewer or the manufacturing machine didn't know when to stop to not have those unsightly strings hanging.
