Purchased twice - inconsistent item quality

I purchased this item once and I liked it a lot - it had a band about an inch tall under the fabric and the material was thick enough you couldn't easily see through it. The material was very comfortable. So then I decided to order another pair. The second pair is completely different. (I ordered the exact same size and color.) The waistband isn't the same and the material is basically see-through. The fabric is different, the stitching is different. The elastic band that was thicker in the first pair was changed to a thinner band with odd stitching. The fabric is less comfortable.
