Sizes run way too big

I purchased this for my son based on the size chart as he is 4 feet tall and I ordered a size 7 because he is eight years old. But when I put the pants on him, they were 6 inches too long for him. I think he probably could get away with the size 5 cause I had to roll them up a lot so I sent them back and I'm going to re-order a smaller size otherwise it fit good around the waist and the material felt comfortable, he said..
