It comes out wet on a little applicator. be sure to let it dry throughly before applying the clear gloss. the gloss adds shine to what would otherwise be a matte finish and keeps the lips from drying out. I prefer to use my own gloss, I have used Bobbi brown Pink Tulle in the past over top the Cerise shade and I get compliments on this all the time. I have dark hair, blue eyes, and fair skin.
