What's going on?

I keenly look for this product in every shop I go to trying to find my next refill as I LOVE this product and BROWN is sooo hard to come across; but what is going on? I reached for my new packet and there is something wrong. The product appears to have separated. It's definitely not the same consistency, colour, stay proof, and everything else I've come to love with the previous 4 bottles. Please tell me how I can refund this purchase and WHERE I can purchase another bottle of BROWN Tattoo Studio Liquid Ink Eyeliner. I have the product in black but it is way too harsh on my face.

Eyeliner does not stay on and flakes off

I bought this eyeliner because it looks long lasting and I like the brown shade. Unfortunately the product applies so unevenly and flakes off in less than 2 hours. I swatched it on the back of my hand and it easily comes off with water like a string. Cannot wear this eyeliner because it will crumble into little flakes so bad
