Elastic waist band, not zipper

I bought this same dress in an L for my wife on Temu, she couldn't get it zipped completely and Temu didn't have any XLs to purchase. I found an XL one here, got it (finally, it took 17 days to arrive) only to find out it only has an elastic waistband like a pair of shorts you wear when doing yard work. It is beautiful, the fabric is great as is the color. But the description does not show anything about an elastic waistband which is really disappointing and drops the dress a bit in quality and appearance.
