Wrong length, stiff material

The first thing I noticed when I pulled them out of the package was the material felt stiff and course, not like the fabric clothing is usually made of. Next, I noticed they seemed long (I had looked specifically for shorter shorts, these were advertized as 4"). Sure enough, when I tried them on the came down to the knee caps. When I measured, they are a good 7 inch inseam, not 4.
