Defective item

The description says that it will swivel and rock. The chair does neither. Per the seller statement if the item is defective, you could get a refund without returning it. The seller tried persuading me to keep the defective item and that they would send me a new base. I don't want to repair an item that came defective. In addition, they want me to pay for half of the shipping. Had the chair rocked and swiveled, it would have been perfect. I would not recommend this sellet. BEWARE!
