I gave it a 3 because I never got to try it. It doesn't say anywhere in the description about being tool only, but it is. For being tool only it's priced to high and Wal-Mart does suggest that you need to purchase a battery and charger.

Wet or dry? Not really.
Beware! This thing is no good whatever to pick up water. Picked up a couple quarts and stopped sucking and puked up about half of the little it did pick up. I emptied it and then it totally quit picking up at all. I ended up using a mop and bucket to pick up some puddles in my garage. This useless thing gives Ryobi a black eye and they deserve it..
