Chews are hard

I split one chew in half for each of my 5lb chihuahuas. I had to cut it cause it was too hard for me to break in half with my hands! My poor little guy was just chewing and chewing. He doesn't work this hard with his dental chews. I was very worried he would give up and swallow hole and choke on it. Will be returning for a refund. I was really hoping these would be the answer for my monthly vet visits for expressing. :(
