Too small, buy another belt

Bought this belt as a Christmas gift for my dad. It was too small and compared to his other size 38 belts, it was 3-4 inches too short. I am trying to return but company is asking me to pay for return shipping in order to exchange for bigger size. If I had just ordered the wrong size, I could understand. But this is not a size 38 belt!
