good, but missing parts

I love how low this starts %26 how high it goes with the double jack. However, it came without instructions and without the pumping handles. Also, it works, but my husband says it should raise up a lot quicker without so many pums. I've never had a hydrolic pump before, so I don't have a frame of reference.

Possibly bad Jack

When received the outer box was good, then open outer box to find a heavy plastic bag for the inner box, removed inner box from the bag to find the inner box covered in oil, then removed the Jack from the inner box it was only a jack with no handle. I tested today 7/20 with no handle it jacked up just fine, but when depressing the rams I had air bubbling up around the ram seal, now I know where the oil is coming from if the jack was on its side, the oil would drip out. Was it supposed to be incomplete, (no handle) and leaking oil from the ram seal for the price I paid? Can I get a good working jack with a handle and not leaking oil? Also, if I'm under a vehicle would the jack be safe or will it have air pocket in it to drop down from a leaking seal.
