Solid hand towel holder with a nice clean look

I bought this a couple months ago and it does what it is supposed to. I like that there is a little bit of movement in the ring so that as the towel is removed it doesn't put the tension directly into the mount point.

Was stationary but started moving then fell off

Had this installed when I got my bathroom remodeled as part of a matching set with the towel bar, and tp holder. When first installed the ring was stationary but recently started tilting from side to side. Today went to use the hand towel and the ring part fell off with the towel in my hand. I can see there's a screw hole in the ring part but due to the design you wouldn't be able to access the screw to replace it (I couldn't find it around the towel ring anywhere). Is this something that's fixable or do I have to completely replace?
