Its a trash container. Got white because it looks cleaner. Sturdy, nice size, says 10 gal but sure appears larger. Couldn't use 13 gal bags, had to go to 20 gal size. Suits my needs.

Perfect size for my needs
I had ordered a set of 2 white wastebaskets (3 gallon size) from Walmart to use for dividing my recycling. It was too small for my plastics. The other is fine for paper, etc. So I bought this for plastics and it is the perfect size and fits nicely in the blue recycling bin along with the smaller one.
