It's only 16 packs, not 24! Extremely disappointed

I loved this ramen from my grocery stores, and after some thinking, I decided it would be worth it to order 24 packs, at $37, costing about $1.5 per pack. After I was charged, the order came several days late than the original date, but whatever. When it finally arrived and I opened it, it is JUST 16 PACKS!!! It seems like I was DECEIVED AND DEFRAUDED!! As you can see in the pictures, the returning tag has a hand written note of 16 while the product description is 24. How dare they sell you a smaller quantity with the same price as a larger order? Now I'm paying 2.5 per each item and I'm just not going to allow that. I don't do business like that. If I had known this since the beginning, I wouldn't have ordered any of this. Returning!
