Cable damaged and didn't appear new

It didn't appear new upon opening the package. It was damaged (with the cable shielding seemingly cut away from a portion of the cable). It seemed to have a short (or open) so I had to wiggle the cable to find the 'sweet spot' for it to actually transfer from my camera to my pc.
