Didn't get the whole set!

These tiers are really cute and good quality..so I give them 5 stars..but I did not get a 3 piece tier set. When my order arrived I was so excited,I opened the pkg. and found only the 2 bottom curtains,no valance. So much for shopping online,now I have to go to a store and return them! So for that Walmart gets 1/2 a star!
