Not 24 Perm Rods

The Description says 24 EZ Flow Jumbo Cold Wave Rods, I ordered two sets so I would have 48 rods. I received two packages of 12 rods! Not Two packages of 24! Very disappointed that I have to buy more when I thought I was paying for 48 rods.
