No hardware included

It came with very little packaging. Just a couple pieces of cardboard taped to it no box. Mine came without any instructions or hardware. Only option is to return it. Could not figure out how to contact anyone about the shortage. So I went and purchased the bolts locally. Otherwise seems strong and suitable.
