We got this for our baby girl when she was 10 months. She was definitely too short to reach the pedal but after all she is way under the recommended age of use. Despite that she loved it! She would lean more to the side to reach the pedal. I believe it goes at a good speed not too fast but enough to make the kids experience enjoyable
