Incomplete and shoddy

Shipped without the base. When I returned because incomplete, I received the sale price of $6.99 , not original price of $7.97. Slippery Walmart said it was because it was a vendor, not from Walmart stock. This is against their stated policy, as I was within the proper return time and had the original receipt, but probably not worth the time pursuing with the credit card company. Item is small and really a piece of junk. Maybe worth $2, but not $7 or $8.
