Waste of $$/CEL w/P0420 code after installed

**Purchased. Installed. Then the next day the CEL came on.. A P0420 code.. in a Chevy vehicle indicates that the catalytic converter is not working efficiently. **Contacted seller thru WM.com: **1st reply back: An offer for a $10 refund along with - “The issue of engine malfunction light on is quite common in three-way catalytic converters, unless it is a higher priced catalyst. This problem can be solved by installing a three-way catalytic converter shield. The shield can avoid the problem of engine malfunction lights coming on. Choose the universal version of the shield, there are no special requirements.” **My reply was that “shields” are used to protect against theft, not help in performance. And I questioned if the cc we purchased was a 3-way? **Their next reply: A “partial” refund, along with - “Thank you for your reply. The three-way catalytic converter is the name of the product you purchased, which does not mean you need to purchase three-way separately. Regarding the issue you mentioned earlier about the engine malfunction light coming on, you only need to purchase a oxygen sensor spacer, please refer to the attachment.” **So I replied back: So we spent $54.11 (tax included) on a catalytic converter that is useless. That was a waste of $54! And you suggested oxygen sensor spacer(s) which are illegal especially here in Texas: O2 sensor spacers are considered illegal in Texas, as they are classified as "defeat devices" under the Clean Air Act, which prohibits any modification that bypasses or alters a vehicle's emission control systems, including oxygen sensors, effectively making it illegal to install or use them in the state. Federal Law: The Clean Air Act governs emission control standards nationwide, making O2 sensor spacers illegal across the US. Texas Enforcement: The Texas Commission on Environmental Quality (TCEQ) enforces emission control laws, including regulations against "defeat devices" like O2 sensor spacers. Potential Consequences: Installing or using an O2 sensor spacer could result in fines and penalties. So, I'm curious why Walmart would be recommending something illegal? I'll be waiting for the refund. I'm waiting for their reply.
