Its foam with a super super thin piece of cheap plastic covering the styrofoam. The other pads knee elbow and hand pads are junk. The knee pad have 2 pieces of this white elastic material that I use for making outfits and hair bows It has this adjustment attachment that the thin piece of elastic just slides right out basically making it useless. I actually ran the material thru it then tied off the end. And they have this same set all over this site asking for $10-$25 $10-$25 more dollars for shipping. For a product designed to keep your child safe. Honestly if my daughter rides her bike and falls down this could break and actually hurt her worse than if she did not have any gear on. To the seller seriously either call it a loss or get your cash back. This gear is going to seriously hurt someone's child. I'm not just over exaggerating either. This is like taking a dollar tree plastic barbie or another cheaply made toy. And recycling the plastic into this junk.

very cheap materials. two different straps on elbow pads. very poor quality. Spend more on something that will actually protect your child!
