When his family members are executed by an organized crime syndicate, undercover CIA agent Clete Harris vows to avenge their deaths and end the organization's rule. In this harrowing odyssey, Harris (Wings Hauser) pursues key members of the Syndicate from the streets of Los Angeles to the docks and canals of the Mississippi River. Relying on the techniques he learned in Vietnam, Harris teams up with one of his buddies to penetrate the Syndicate's "Safe Haven" in Bolivia and attempt to exterminate the kingpin despite impossible odds.
