Itchy and Scratchy

My little fur babies were itchy and scratchy they are Pomeranian/ chihuahua mix and have 2 coats of fur. Its a midwest humid summer and these poor babies can't get any relief. I just tried this out and it works so far for one dog but the other dog is still itchy
