postage not paid, but decent item from China

The item was listed as a cotton blend, there was no tag, only a tag for size but nothing listing what it was made of. I do not think it's a cotton blend. I think it's polyester. thicker than most though. I liked the cut, it was long so I like the fit. The color was vibrant and did not wash out on its first wash so far. The main problem is that I paid for the item and some shipping on Walmart.com, and then when it arrived they wanted six more dollars in postage. I paid for it and the one that arrived by itself, this pink one, but I declined the next two that came in from this order because it wasn't a good price anymore. and my mailman said it is mail fraud that they did not include enough postage. so I declined it with him.
