I LOVE this Petticoat underskirt!! It's true to size, not a tiny little child size waist. However you can adjust to to a tiny waist if needed but it will also fit a 3X. I expected it to be a flat barely fluffy skirt. It's a huge fully skirt with 4 layers of netting. It makes the bottom of my dress flare way out. Perfect for a wedding dress!! I highly recommend buy this.
