Didn't order used lights but that's what I got

First, the cardboard box had bubble wrap on one side only, so I don't know if there was damage. The Feit box containing the lights was already open. Tape was ripped off. I then discovered this light string was sent to me by Skin Perfect Cosmetics in Irvine CA. They are a reseller. I don't believe these lights are new, but instead a used return. I won't buy things from Walmart.com now that I know they use resellers of the product I thought I was getting new. And I can't return them to Walmart. Very unhappy.
