Prep the rusty area first. Remove all loose dirt and flaky rust. Then reform the remaining rust. I useed a filler/primer to smooth out the area before painting

I have been using spray paint for decades and this just does the best job for rust prevention and bonding. It is black black! If that makes sense? lol. I painted a 50 gal burning barrel with the Rustoleum High Temp engine primer and this paint and it has not faded after 5 years! I use this brand for all of my classic muscle car engines and parts, lawnmower parts etc. The best!

Great for tagging rusty bridges

I use Rusto Reformer when tagging rusty railcars and bridges. This one even came with a free Rusto nozzle! Rust reformer, more properly "conversion coating" is an excellent way to arrest rust after wire brushing or otherwise scraping most of the rust from the surface. The Rusto product is good quality, and makes a nice primer coat. If you are cleaning a rusty surface, this makes a nice primer coat.
