Panacea Flower Box Holder deck railing doesn't fit

Well, I bought 2 of those and they look nice, but they do not fit on my deck railings. The description does not say the minimum (3 1/2") and maximum (4") of the railing size, so I have to return them. I just found out I have to pay for the shipping and a 15% restock fee. I am going to contact Walmart to see what they can do about it...
