This runs comically small

I wear size 14 in jeans. I ordered XL, as recommended by Walmart's Fit Predictor. This swim skirt looks like a child's XL. The waist measures 30 inches and stretches to 31 1/2 inches. It didn't pull up much past my knees. Honestly, I could tell by looking at it that it wouldn't fit. What a waste of time.
