Great dress, but size down

Super cute dress! Runs big. I bought size 18 months for my 22 month old (23 lbs), and definitely should've done 12 months. She can wear it, but it's long and the shoulders fall off. I'm keeping it because she'll grow into it, and it fits my 3 year old for now. It's a good quality cotton material, and the design is so cute
