Black and Tan Chevron Ribbon

I was supposed to get 4 rolls. The price was high but I couldn’t find this ribbon anywhere else. I received 3 full rolls of ribbon and the 4th was a partial toll. It did not have wrapping on it like the other rolls. It appears it was opened, ribbon cut and removed. It was less than half a full roll. I call to complain and was told it was not returnable or refundable. I would not order this ribbon again.
