Jack (Jacky) Chessington is an enigma. Working undercover for the police but having his own criminal past is challenging to say the least. With a reputation for being a tough loner, only his streetwise credibility keeps him from going under. There is a drugs epidemic in the city, kids are dying and he is charged with finding the source who he believes must be Hassim.
Detective Inspector Frank Williams and Detective Sergeant Tom Oakley liaise with Jacky on the streets in his undercover capacity, but Williams distrusts Jacky, and they dislike each other intensely.
Hassim is the city's drug baron and is aware of a lethal new drug with the legend 'Blue Eyes' being sold on his patch and needs to find the source before it ruins him. His association with two very different and powerful men; James Daniels, a brutal and racist building contractor and Cromwell Docharty, an implacable ex-IRA arsonist, bomb-maker and assassin, have helped him build his drug empire.
Jacky's tenuous attempt to infiltrate the underground drugs market is complicated by three women; Charlene, a street prostitute who lives in the same dingy bedsit building as Jacky, Annette, a high class call girl who lives in an exclusive high rise block in an expensive area of the city, and Tamara, who rescues him after a beating, is the daughter of James Daniels, and who is oblivious to her domineering father's brutal criminal dealings.
Jacky's attempts to uncover the identity of 'blue-eyes' and the source of the drug, is hampered by the rising racial tensions and subsequent rioting, in itself part of a plan to take over the city's drug market and remove Hassim from his dominant control.
With every new lead, Jacky is compromised and feels he is being manipulated. After the deaths of Charlene and Annette, and the involvement of Larry Davis, who has been pushing the new drug, Jacky realises the real threat may not be Hassim. Murders or enforced silence hamper his efforts and someone seems to be aware of his every move, blocking his progress with vicious professionalism. Time is running out and worse still, both sides of the law are starting to point the finger of blame at him. He has to go on the run, with both sides after him. The only answer is to discover the source, but things are not always as they seem....
