Not shampoo

I just tried this today. It seems like it is watered down and it doesn't lather. I have used low lather shampoos before and this is not supposed to be low lather, but it doesn't lather at all. not even in my hands I had to keep looking at the label because I thought maybe I got conditioner by accident. I have a smaller bottle of the same product and they are not even the same. What's going on?
