I purchased this setbof toddler shorts for my grandson and hes a little over one year old and tall. He weighs about 24lbs and they fit his waist very nice. As for the length I feel they are a little to long for him even as I said he is tall. The shorts or light weight so if they get a little wet for any reason they do dry fast. Plus they are comfortable enough to wear in extreme heat. I hope this helps.
