When I purchased this, the description did not indicate it was a cover only. Still, I liked the look and the color, so I purchased the polystyrene beads separately. What a nightmare trying to fill these bags! The bag came with a lining, but the bag also has supporting straps sewn into it, so there was no way to get the bead-filled liner disbursed evenly into the bag. The only way to get the beads to fill the holes would've been to fill it without the liner, and there was no way I'd do that! One small tear in the bag itself, and those tiny little beads would've spilled everywhere! They're hard to pick up, sweep up, or vacuum up because of the static electricity. If I could've purchased these pre-filled, I would have. But from what I can see they only sell the bags with no filler.
