Warning, toy contains small electronics

So my dog got through all three layers here in about five minutes, and before I knew it, was into a light-up inner layer that contains miniature batteries, a tiny light bulb, and a circuit board. Thankfully he didn't swallow any of it, but I cannot fathom how this toy, designed to be destroyed and have inner layers to also destroy, then has small metal pieces and batteries inside the final layer. And there was no warning in the product description.
